A Public-Private Partnership (P3) is a contract that enables the public sector to access the expertise of private partners to finance, build, and maintain a public asset or service.
In response to a unique tender issued by the public partner, investors, builders, and operators pool their know-how to ensure the costs, construction timelines, and performance of new facilities.
In return, the public institution commits to reimbursing the private partners through a fixed payment over a specified period.
